8. The completion of full-time NS is an important milestone for NSFs. While
NSmen are currently presented with the memento of a watch upon the
completion of their ORNS training cycle, there is no similar memento for NSFs
upon their completion of full-time NS. RECORD V recommends a memento
(e.g. a commemorative plaque customised for each unit) to commemorate the
completion of full-time NS.
14. The rank allowance given to NSmen and NSFs serve to recognise them for
the responsibilities they shoulder. Currently, the rank allowance of junior
specialists is only marginally higher than that for enlistees and significantly
lower than that of officers. For example, the rank allowance of a third sergeant
(3SG) is $630 compared to $490 for a corporal (CPL) and $1120 for a lieutenant
(LTA).
15. In the 3rd Generation SAF, NS specialists shoulder heavier responsibilities. To
better reflect the greater role and larger responsibilities of our NS specialists,
RECORD V recommends that the rank allowances of specialists be significantly
increased relative to enlistees. Similarly, the rank allowance of warrant officers
should be increased.
16. NSFs typically apply for university places during full-time NS and their
performance during NS is a factor that the universities take into consideration.
Currently, an NSF is presented with his Certificate of Service, which lists his
NS contributions and achievements, only at the completion of full-time NS.
RECORD V recommends that those who are commanders or commanders-intraining
should be provided with letters of support for university applications
upon requests.
